David Titley

Rear Admiral, United States Navy (Ret)

Retired Rear Admiral David Titley is a member of the Center for Climate and Security’s Advisory Board. He is a nationally recognized expert in the fields of climate and national security, and founding Director of the Center for Solutions to Weather and Climate Risk at Penn State University. In his 32 years of service as a naval officer, he worked as an oceanographer and navigator of the Navy and as Deputy Assistant Chief of Naval Operations for Information Dominance. While later serving in the Pentagon, Titley initiated and led the US Navy’s Task Force on Climate Change. After retiring from the Navy, Titley served as the Deputy Undersecretary of Commerce for Operations, the chief operating officer position at the National Oceanic and Atmospheric Administration (NOAA).

Titley has spoken throughout the world on the importance of climate change as it relates to national security. In the last decade, he has presented to the Intergovernmental Panel on Climate Change (IPCC) on behalf of the Department of Defense and was elected a Fellow of the American Meteorological Society.
